4. The following may not act as resource persons or as members of an evaluation committee:
(1)  staff of the Lieutenant-Governor’s office;
(2)  staff of a minister’s office;
(3)  staff of the office of a person covered by the first paragraph of section 124.1 of the Act respecting the National Assembly (chapter A-23.1); and
(4)  Members of the National Assembly and their staff.
